Not all neutron stars are observed as pulsars from Earth. Pulsars are a subset of neutron stars that emit beams of electromagnetic radiation out of their magnetic poles. If these beams sweep across the Earth as the pulsar rotates, it is detectable as pulses of radiation, hence the name. However, if the orientation of the beams does not align with our line of sight, the neutron star will not be observed as a pulsar.
