The Federal Kidnapping Statute Provides That

The federal kidnapping statute provides that:

A) Primary jurisdiction is in the hands of the Secret Service.
B) The FBI cannot enter the case until evidence is developed that the victim was taken across a state line.
C) The FBI has full jurisdiction in all kidnappings, regardless of interstate transportation of the victim.
D) A presumption is created that if the victim has not been returned within 24 hours following abduction, he or she has been moved interstate.
