Politics in a democracy is all about conflict on a day-to-day basis. This is because there are numerous individuals and groups with varying interests, and they all have the right to participate in the political process. Conflicting views and interests are bound to arise, and politics is the means through which these conflicts are addressed and resolved. Eliminating conflict entirely would be impossible, and it is not necessary for a functioning democracy. Similarly, a lack of struggle for leadership suggests that democracy is not present, and all political players agreeing on public policy proposals is unlikely to occur in a democratic system.
