The Foraker Act of 1900 established an American colonial government over Puerto Rico, providing for a civilian government with a governor and executive council appointed by the President of the United States. This act did not grant statehood to Puerto Rico, abolish slavery, or make all Puerto Ricans citizens of the United States (that did not happen until the Jones-Shafroth Act of 1917). It did, however, establish American control over Puerto Rico and put an end to the military rule that had been in place since the Spanish-American War.
