Law refers to body of rules that are established to support the norms of that society, enforced through legal means.
A system of laws is necessary to support the standards of the society in which it is established and is enforced using legal means. These laws protect the general safety and guarantee rights as citizens against mistreatment by other people, by organizations and by the government. Without laws people would not be able to live together without chaos ensuing from the eventual conflicts that are bound to occur since there would be no means to resolve or prevent such conflicts.
