Assuming no migration into or out of your state or county occurred, what is the natural rate of population increase (number of births minus number of deaths)? Try to obtain an estimate of the total population of the state or county for that same year. Calculate a crude birth rate and a crude death rate (number of births and deaths) per 1,000 population.
