Will uncertainty about the enforceability of ICJ judgments rendered under these treaties in the United States undermine efforts by the signatories of these treaties to create effective international dispute resolution procedures in a world where commerce, trade, and travel have become more international? Will this decision make it more difficult for the United States to convince other countries to come to the table to negotiate treaties related to business, the environment, intellectual property protection, and other important international issues?
