Jennifer Dorety is an eight-year veteran of the Midcity police force. On the morning of November 5, 2012, Paul C. Bessey, a city councilman, spots Dorety leaving a local restaurant without paying. When he queries the restaurant owner, she laughingly states that "Officer Jen" had been coming there for breakfast for two years and it's "always on the house." It is a mutual understanding they have because Dorety has been very helpful in keeping "riffraff" out of the place. In fact, she tells the councilman that she once called for her at the station house, and Officer Jen drove all the way across town to tell a troublemaker to leave.
The town has a strict policy prohibiting police officers from accepting or soliciting bribes or gratuities, so Councilman Bessey files a complaint against Dorety with the city's Civilian Review Board. There will be a hearing on the matter, and, if found liable, Dorety faces three possible penalties: suspension, suspension and loss of rank, or dismissal. Dorety asks you to act as her representative at the meeting.
Ethical Challenge: Write an essay on how you would defend her actions before the board and what you believe is a fair outcome in the case.
