Goswami failed to pay her $900 credit card bill. A collection agency, ACEI, mailed her a collection letter with a blue bar across the envelope saying "Priority Letter." The letter did not, in fact, constitute priority mail. The purpose of the bar was to encourage Goswami to open the envelope.
