A universal approach to prevention could include early partner notification, risk-education counseling, comprehensive quality care, including mental health and substance abuse treatment, CD4 level monitoring and reporting, drug resistance monitoring, and mandatory HIV testing. As has recently been suggested by the CDC, it could also include routine HIV testing for those between ages 13 and 64, to allow population surveillance and treatment. Is this feasible on a global basis? Probably not.
