Question
Summary A
Implementation of the SCPA is a great way to recruit Hispanic police officers. It also allows an opportunity for your police agency to improve police-community relations. In addition to recruiting Hispanic police officers implementation of the SCPA demonstrates respect for the community and provides an opportunity for open lines of communication, two additional ways to improve the relationship between Hispanic citizens and the police department. Finally, the SCPA will allow officers who conduct the program to determine if there are barriers that may be present, such as culture or language barriers. The level of participation by the community should be monitored. If there is not enough participation, the department will have to decide if the program should continue or pursue other options.
To learn more about Spanish Citizens Police Academies, see "Community Crime Prevention Programs."
Summary B
Choosing not to recommend implementation of the SCPA seems to be the prudent decision at this time. If the program is implemented and the Hispanic community does not participate, not only will time and money have been wasted, but there will be a negative impact on the police agencies reputation with the community. The issues present in the community must still be addressed. It is important that the department search out alternatives to demonstrate respect for the community and provides an opportunity for open lines of communication, two additional ways to improve the relationship between Hispanic citizens and the police department. Finally, the department needs to find methods to determine if other are barriers are present, such as culture or language barriers. It is vital that the Hispanic community have input into other options and thus, you should schedule another community meeting.

Deck 11: Police and Their Clients
1
What is meant by police-community relations?
The police are needed to handle emergencies, maintain order, regulate traffic, and promote a sense of security within a community. To accomplish this, the police must be an integral part of the community. The police can best serve the community when they are regarded as part of the community both by the residents and by themselves. Police-community relations must be two-way partnerships. The legitimacy of the police depends on broad and active public acceptance and support. There are many ways in which the goal of strengthening police-community relations can be reached.
2
What have the police done to improve their relationship with the community?
Police departments across the country have implemented various programs to improve police-community relations. As part of this effort, they have created numerous special programs to assist with the challenges faced by various populations. An example of one such program is Triad, a partnership between the police and senior citizens to address specific problems seniors encounter with safety and quality-of-life issues. Triad was started by the International Association of Chiefs of Police (IACP) in cooperation with AARP and the National Sheriffs'
Association (NSA). Triads are involved in training police officers to interact with seniors and advising departments on various programs.
3
What are some identifiable issues the police face when dealing with the mentally ill?
The calls involving people with mental illness can be some of the most dangerous that officers face. Often the calls come from family members who have tried to handle the situation themselves but find they are unable to do so. Other times officers encounter mentally ill persons when they are causing a disruption in public and a citizen calls the police, and sometimes officers observe individuals acting strangely in public. Often, the mentally ill person is in the process of committing a crime. In these situations, officers have several difficult decisions to make. First, they must decide if the person needs to be restricted in some way. If they can calm the individual down so that the person is not a danger to himself or herself or others, they may leave the individual where that person is or with family. If they cannot safely leave the person, the officer can take him or her to jail or a mental health facility. Since police officers are limited in what they can do with people who are acting strangely, they frequently have to use creative problem solving in these situations.

Summary A
Implementation of the SCPA is a great way to recruit Hispanic police officers.
