Most experts agree that international agreements to control ozone-depleting gases have been successful in the sense that global emissions for those gases have clearly been substantially reduced. Despite the fact that climate change also involves a global public good, almost no one would claim that the international agreements on climate change, at least in the early stages, have had anywhere near the same degree of success. Why not? Are there differences between the two problems that could explain the different response?
