One of the greatest weaknesses is there may be inconsistencies among powerful groups in terms of policies. For instance, one institution may allow nepotism while another may not.
By having power spread out, businesses are less likely to be the victim of manipulation by a powerful governing body. On the other hand, due to the large amount of bureaucracy, determining the legality of a procedure might be difficult, because one agency's policy can conflict with another's.
