During the 2007 Christmas season, millions of American children received Chinesemade toys powered by cadmium batteries. Those batteries are safe to use, save American consumers about $1.50 on the average toy and have some performance advantages over alternatives. Producing those batteries, however, can be a dangerous practice. Inhaling toxic red cadmium dust in a factory can poison workers. The United States and other industrialized nations tightened rules for cadmium production and now all but two such factories have left the United States for less developed nations, primarily China. Cadmium safety rules in China meet World Health Organization standards and some factories are safe, but risks are common. 96
