Tap or click the Shape Fill arrow on the DRAWING TOOLS FORMAT tab in the Shape Styles group to display the Picture Fill gallery.

The Shape Fill option allows you to fill a shape with solid colors, gradients, or textures, but to insert a picture fill, you would choose "Picture..." from the Shape Fill menu, not a "Picture Fill gallery" directly from the Shape Styles group.
