Consociational democracy rejects strict majority rule and instead aims to create power-sharing arrangements between different ethnic or religious groups in order to avoid domination by any one group. It does not necessarily involve informal agreements between ethnic groups or afford religious minorities little protection. While some critics argue that it may be a negative legacy of colonial rule, it has not been challenged in the UN Security Council.
