The Orders in Council were a series of trade restrictions imposed by Great Britain in response to Napoleon's Continental System. The orders authorized British naval commanders to blockade European ports and seize all ships trading with Europe unless they had first stopped at a British port and paid customs duties. This severely hurt American trade, as nearly 75% of American exports went to Europe.
