A country's balance of payments accounts record its international transactions in terms of trading (imports and exports of goods and services), borrowing (such as receiving loans and issuing bonds), and lending (such as providing aid and investing overseas). It does not necessarily record the flow of human and nonhuman resources or only official transactions with governments. The balance of payments accounts also includes the measurement of a country's net indebtedness to and from foreigners.
