A recessive allele is one whose effect is masked or not expressed in the presence of a dominant allele. This means that an individual must inherit two copies of the recessive allele (one from each parent) in order for it to be expressed in the phenotype. In a heterozygous individual, the dominant allele will mask the effect of the recessive allele, but it can still be passed on to offspring. A recessive allele may produce no effect when present in the homozygous condition, but it does not necessarily have to be lethal.
