This excess oxygen consumption is above the amount that would have been consumed if the individual had been at rest during that time, hence the term excess. It is not the amount of oxygen taken into the body immediately after exertion, nor is it equal to the oxygen already used. Additionally, it is not a measure of the amount of oxygen needed for aerobic activity to accomplish the same amount of work, but rather a measure of the extra oxygen needed after exercise to restore the body to its resting state.
