According to the UCC, a buyer who properly rejects goods must notify the seller within a reasonable time (usually within a few days) and the buyer also has a duty to mitigate damages by taking reasonable steps to return the goods. The buyer may not simply refuse to pay for the goods without proper notice and justification. Additionally, there is no requirement for the buyer to offer to cover the cost of returning the goods, although they may choose to do so in some cases.
