Black officeholders during Reconstruction did help ensure a degree of fairness in treatment of African-American citizens. While they were still relatively rare, there were a significant number of black men who held political office during this time. Carpetbaggers and scalawags (northerners and white southerners, respectively, who supported Reconstruction) did sometimes hold office, but there were also many black men who were elected to office by their fellow African-American citizens. And while these black officeholders were not typically elected to higher-level positions such as governor or senator, they did hold a variety of local offices such as sheriff, justice of the peace, and city council member.
