The French in North America were greatly outnumbered by the British on the continent. While they did have colonies and territories, their population and resources were dwarfed in comparison to the British colonies. Additionally, the French and British were in direct competition with each other for control of the continent, particularly in the Ohio Valley, which the French ultimately lost to the British in the Seven Years' War. There is no evidence to suggest that the French government encouraged citizens to move to the New World, and in fact, many French colonies struggled to attract and maintain a significant settler population.
