New professions do not necessarily arise through legislative or academic means, but rather through the recognition and acceptance of a group of individuals as experts in a particular field by the public. As their expertise becomes valued, the group may form professional associations and establish licensing requirements, but this is a result and not the cause of their emergence as a profession. The development of a new journal may provide a platform for a profession to share knowledge and ideas, but again, it does not necessarily create a new profession.
