The Turing Test was proposed by Alan Turing in 1950, well before John Searle introduced the Chinese Room argument in 1980. The Turing Test was designed to assess a machine's ability to exhibit intelligent behavior equivalent to, or indistinguishable from, that of a human. Searle's Chinese Room argument was a critique of the notion that a computer running a program could be said to "understand" or "think".
