The Connecticut Compromise, also known as the Great Compromise, established a bicameral legislature with proportional representation in the House of Representatives and state equality in the Senate. This resolved the conflict between the Virginia Plan, which proposed representation based on population, and the New Jersey Plan, which called for equal representation for each state. The compromise was proposed by Roger Sherman of Connecticut. Slavery and the issue of how slaves were to be counted were not resolved until the Three-Fifths Compromise.
