In 1911, Canada passed the Naval Service Act, which created the Royal Canadian Navy and enabled Canada to take control of some of its own foreign affairs and diplomacy, particularly in regards to naval defense. While Canada became a self-governing dominion in 1867 and gained greater autonomy over the years, it was not until 1911 that it took significant steps towards controlling its foreign affairs. 1900 does not mark a significant event in Canada's control over its foreign affairs.
