The National Resources Planning Board (NRPB) was established by President Franklin D. Roosevelt in 1939 to coordinate national planning for resource utilization and economic development. The NRPB recommended the expansion of the welfare state and social services to alleviate the problems of poverty, unemployment, and inadequate health care. It did not recommend the curtailment of Social Security, the discontinuation of Keynesian spending, or less government spending in general. While it had the support of Congress, it did not have full support and faced opposition from some who saw it as a threat to individual liberties and free-market capitalism.
