Write a recommendation based on the following information from an evaluation of a program to serve high-risk pregnant women:
The existing eligibility criteria for the program were cumbersome for program staff in both agencies. The staff were frustrated at times by their inability to link pregnant women to services they needed. In addition, complicated eligibility criteria for each of the various state/federal programs added a layer of complexity for the program staff.
