A) their attacks are too infrequent and are quantitatively unimportant.
B) we are too focused on other forms of terrorism to have time to research suicide bombers.
C) suicide bombers that are successful are simply no longer with us and available to study.
D) the things they say lack credibility, are crazy and nearly incomprehensible.
