President Johnson's plan, known as Presidential Reconstruction, aimed at a swift restoration of the southern states after a few basic conditions were met, such as sworn loyalty to the Union and the abolition of slavery. It did not guarantee former slaves the right to vote, nor did it require ratification of the Fourteenth Amendment. Additionally, Johnson's plan did not establish literacy tests for voting in the South, which would come later during the era of Jim Crow laws.
