While all pulsars are neutron stars, not all neutron stars are pulsars. Pulsars are a subset of neutron stars that emit beams of electromagnetic radiation out of their magnetic poles. If these beams point towards Earth during the star's rotation, they can be detected as pulses, hence the name "pulsar." However, many neutron stars do not have their magnetic poles aligned in such a way as to be observable as pulsars from Earth.
