The stratosphere is actually colder than the layer below it, the troposphere. However, the ozone layer, which is located in the upper stratosphere, absorbs a lot of the sun's ultraviolet radiation and this actually causes the temperature to increase within that layer. So while the stratosphere is not the hottest overall, it does have a region within it that is particularly warm.
