The General Assembly of the United Nations does not have the right to pass legally binding resolutions. Rather, it can only make recommendations to member states. The power to pass legally binding resolutions lies with the UN Security Council. The General Assembly does have the right to decide on the placement of peacekeeping forces but it does not have the power of the veto, which is reserved for the five permanent members of the Security Council (China, France, Russia, the United Kingdom, and the United States).
