Even if a customer isn't showing any signs of intoxication, that doesn't mean he or she isn't getting drunk. Some people just happen to have high alcohol tolerance levels, but this just means that they don't visibly show signs of intoxication as readily as other people. They can still be impaired, which is why you need to closely monitor the amount people are drinking as well.
