Mikhail Gorbachev, the Soviet leader at the time, supported reunification as part of his reforms of loosening control over Eastern Europe and improving relations with the West. The United States and NATO did not oppose reunification, but there were concerns about how the process would affect the balance of power in Europe. The reunification was a consequence of the end of the Cold War, as the collapse of the Soviet Union and its satellite states made reunification possible. NATO membership for a united Germany was eventually approved.
