An Inmate Is Quiet and Generally Well Behaved, but Seems

An inmate is quiet and generally well behaved, but seems slow to respond verbally and often speaks with a stutter. On a work detail, he appears to be uncooperative. The supervising officer has to repeat instructions to him three or four times, and often he still does not do the job the way it is supposed to be done. The officer is not getting through to him. At this point, the officer should:

A) Write him up for a disciplinary violation
B) Place him in solitary confinement
C) Warn him that he will lose gain time if his conduct continues
D) Refer him to the shift commander's office
E) Refer him to be evaluated for a possible developmental disability
