The RAND Corporation conducted a study of the criminal investigative process and concluded:

A) An investigator's time is largely consumed in reviewing reports, documenting files, and attempting to locate and interview victims on cases that experience shows will not be solved.
B) Training pays an important part in the solving crime, arrest rates, and clearance rates.
C) On the use of investigators' time: Substantially more than 90% of all serious reported crimes receive a large percentage of attention from investigators.
D) The victim's failure to document a case investigation thoroughly may have contributed to a higher case dismissal rate and a weakening of the prosecutor's plea bargaining position.
