According to the Constitution, the Senate president pro tempore (or Pro Tem) should be the member of the majority party in the Senate who has the longest record of continuous service in that body. The Senate president pro tem takes the place of the vice president (who is also the president of the Senate) whenever the Veep's executive responsibilities keep him from fulfilling his obligation to preside over the upper house of the legislature. The president pro tem is also third in the presidential line of succession, after the vice president and Speaker of the House.
