Before any amendments were added, the U.S. Constitution called for an Electoral College. George Washington informally created the first cabinet by appointing Secretaries of State, War, and the Treasury, and an Attorney General. The group of appointees grew during successive presidencies and became known as "the Cabinet" during the Jackson administration. Senators were not directly elected by the people until the Seventeenth Amendment was ratified in 1913.
