The idea is that the president encourages the people to put pressure on members of Congress. President George W. Bush did this to get his tax cuts passed. He went to states that had voted for him for president but who had also elected senators from the other party and encouraged voters to contact their senators to vote for the tax plan. The strategy worked as he won over six senators from the other party.
