In both the House and the Senate, a bill is first assigned to a relevant committee. If, for example, the bill has to do with farming, it will probably be assigned to the Agriculture Committee. After committee assignment, the committee chair will usually assign it to a subcommittee that is even more specialized. Most bills never make it out of committee because the committees are too busy to get to them or the committee members just don't believe the bill is a high enough priority (or they vote against it).
