The people who wrote the Constitution did not believe the judicial branch was or should be as powerful as the legislative or executive branches. It was therefore placed behind them in the Constitution. Article III also does not provide very many specifics about how the judiciary would be set up. There was to be a Supreme Court and then "other lesser courts" to be determined by Congress at a later date.
