The Virginia Plan was proposed by the Virginia delegates and gave the larger states more power in the decision making. Virginia, at the time, was the largest state in the country. Smaller states supported the New Jersey Plan, which gave each state an equal say in the Congress. After much bickering, the Connecticut Compromise was finally adopted, which made one house of Congress, the House of Representatives, proportional according to the population of the states and the other house of Congress, the Senate, provide equal representation to all states no matter how big.
