An issue network is a group of people with a common interest in a policy area that work to solve problems in that area. Generally, there are divergent viewpoints within an issue network (otherwise it might become an "iron triangle") so working to solve problems does not always translate into "working together" to solve problems. While not exactly hidden from public attention, issue networks generally function better when there is less attention and therefore less partisan political pressure.
