The Congressional Budget Office was created to counterbalance the authority of the executive branch's Office of Management and Budget. Prior to the creation of the CBO in 1974, the authoritative view of on the budget was stated by the Office of Management and Budget, which was controlled by the president. The OMB tended to be politically biased in favor of the president's agenda, so Congress wanted a more non-partisan source of expert information. Most close economic observers are more likely to trust numbers from the CBO more than those from the OMB.
