If the psychologist had to cancel and reschedule the appointment, he or she should start off the session by apologizing for the cancelled appointment and assuring the client it wasn't personal. Situations can arise when anybody, including a psychologist, has to change an appointment unexpectedly. While it is not to say it is the psychologist's fault, a short apology at the beginning of the session is the professional thing to do.
