British troops began boarding and searching colonial ships in order to document cargo and ensure that all taxes were paid. A British taxation increased, so did smuggling, causing the British to seize unreported goods. It was this regulation that was part of the reason that colonists were agitated at the Boston Massacre in 1770, when British troops opened fire on colonist who were taunting them and pelting them with snowballs. This, combined with the value placed on private property, inspired the Fourth Amendment.
