The 15th Amendment to the U.S. Constitution, enacted in 1870, established that all men of lawful voting age are entitled to suffrage regardless of their race, color, or previous condition of servitude. The law established that male African-American citizens had the right to vote, even if they were enslaved at some point during their lives (and thereby considered property without legal rights during their enslavement). Nevertheless, state and local politicians in Southern states found ways to circumvent the amendment by passing poll taxes, grandfather clauses, and literacy tests as requisites to voter participation. Intimidation through violence or threats of violence also kept African-American citizens away from the polls up to a century after the 15th Amendment was ratified.
