The 18th Amendment to the U.S. Constitution, enacted in 1919, banned the manufacture, transport, and sale of alcohol, beginning a period called Prohibition, when crime and underground socializing, organized around the sale or use of alcohol, defined the "lawless" decade of the 1920s. Citizens with conservative religious ideologies protested the use of alcohol throughout the second half of the 19th century in what was termed the "Temperance Movement." However, their success in getting alcohol outlawed caused numerous problems. Gangsters and respected businessmen alike made fortunes from bootlegging throughout the decade, as long as they were able to avoid being caught. Many citizens continued to use alcohol by patronizing speakeasies. More importantly, in the years leading up to the Great Depression, as under-the-table alcohol sales continued, the revenue went untaxed, resulting in a lost source of income for the government.
